Cabinet Increases: Some observers regard the modern cabinet as united not so much by the equal status of its members as by the near-presidential power of the prime minister. Others argue that, while the cabinet structure is more complex and hierarchical than before, the cabinet is still a genuinely collective final authority within the executive. However regarded, the cabinet in generally conceded to be the source of political action in Parliament. In short, it has maintained the traditional monarchical role of determining policy. Parliament may control the government, but it cannot be said to govern.Bills formulated and introduced by the government may be expected to have more internal consistency than if produced by more widespread participation. Similarly, the concentration of legislative and financial initiative in the cabinet increases the likelihood of achieving a legislative program in which bills are consistent with each other and expenditure and revenue are calculated together.
Sudden increases in carbon dioxide tension in the blood can normally be handled by increasing the work of breathing. A diseased lung, however, may be unable to excrete sufficient amounts of the gas despite marked increases in the respiratory work. Further increases in ventilation then become futile, and soon all the body's energy is devoted to maintaining inefficient respiratory activity. Usually the respiratory center will then become tolerant of excesses in circulating carbon dioxide, and increases in carbon dioxide tension no longer provide a stimulus to increased breathing. At this time the primary chemical stimulus Eor respiratory control becomes the blood oxygen tension. |
