The Purpose of Recall.—Recall serves the litical purpose of removing an official from pub-office. It should be distinguished from other >es of removal, such as impeachment by a legis-ive body, judicial order, and executive office action, e procedure for impeachment involves charges misconduct drawn by the lower house and tried the upper house; the proceedings have the char-er of a judicial trial; conviction means removal m office and permanent disability for an office trust in the government concerned—state dis-lity for impeachment in state office, and national ability for a national impeachment.Historically, there has been some dispute as to whether the G.P.O. falls within the jurisdiction of the legislative or executive office branch of government. Indeed, in 1912, Sen. Elihu Root, chairman of the Joint Committee on Printing, declared, "The office of the Public Printer is an anomaly in our system of administration." In 1932, however, the U. S. comptroller general seemed to confirm the prevailing assumption that the G.P.O. is responsible to the legislature by noting that it was not subject to legislation designed for agencies of the executive office branch.
The administration is headed by an executive office director, who might be called a general manager at some hotels. The executive office staff consists of an assistant director and various clerical specialists. The executive office director is the highest-ranking authority in the hotel and is responsible for supervising the various division managers.
